H.E. Justice Prof. Dr. Khaled Talahma was appointed as a member of the Supreme Constitutional Court by Presidential Decree, effective from 06 January 2021. He is a distinguished legal scholar and practitioner, holding two doctoral (PhD) degrees: the first in Civil and Commercial Procedure Law from the Hashemite Kingdom of Jordan, and the second in Alternative Dispute Resolution (ADR) from the School of Law at the University of Reading, United Kingdom.
Justice Talahma’s academic journey spans more than two decades. He began his teaching career at Al-Balqa Applied University in Jordan (1999–2006), before joining Birzeit University (2007–2021), where he earned the rank of Associate Professor in 2013, then he earned the rank of Professor in 2020. During his tenure at Birzeit University, he assumed various academic leadership roles, including Director of the Master’s Program in Law, Chair of the Department of Law, and Director of the Summer School Program. He played a vital role in shaping and developing innovative academic programs, as well as participating and charing in numerous academic and administrative councils and committees.
In recognition of his academic excellence, Justice Talahma was the first recipient of the Bank of Palestine Fellowship to Columbia University in New York, where he spent the 2013–2014 academic year as a Visiting Fellow and Researcher at Columbia Law School. His international academic engagements also include academic fellowships and research visits at prestigious institutions in Germany, the United Kingdom, Australia, and the United Arab Emirates. He served as a Visiting Professor at Kuwait International Law School (2016–2019), and has taught at various academic institutions including the Prince Faisal Technical College (Royal Jordanian Air Force), the Palestinian Judicial Institute, and the doctoral (PhD) program in Private Law at An-Najah National University.
Justice Talahma brings to the bench not only scholarly distinction but also a wealth of practical legal experience. A licensed attorney in both Jordan and Palestine, he worked as a legal advisor in the Kingdom of Saudi Arabia from 2006 to 2007. Over the years, he has served as a legal expert, advisor, and team leader for numerous regional and international organizations, including the United Nations Development Programme (UNDP), the European Union (EU), the United States Agency for International Development (USAID), the Belgian Development Agency (BTC), Talal Abu-Ghazaleh Organization, the Arab Women Legal Network, the Palestinian NGO Development Center (NDC), Aman Coalition for Transparency and Accountability, the Ministry of Social Affairs, and the Governorate Affairs Unit at the Palestinian Presidency.
He has been actively involved in drafting legislation, reviewing legal policies, and conducting legislative evaluations in Palestine and several Arab countries. Since 2000, he has led specialized training courses in legislative drafting and civil commercial for diverse groups of judges, lawyers, and researchers.
He also holds advanced certifications in public administration and government policy from the École Nationale d’Administration (ENA) in France, a certificate in law and economics from the Coase-Sandor Institute for Law and Economics at the University of Chicago Law School, and a certificate in specialized legal studies from the University of Oxford (UK), reflecting his continuous commitment to professional excellence and interdisciplinary knowledge.
Justice Talahma has served as a member of numerous professional and academic bodies. Notably, he was a member of the Board of Directors of the Palestinian Judicial Institute from 2015 to 2021, and a fellow of the Arab-German Young Academy of Sciences and Humanities (AGYA) in Berlin (2014–2019), where he was selected among 26 scholars out of 320 candidates from the Arab world and Germany.
He has published more than forty peer-reviewed scholarly researched in local, Arab, and international legal, as well as in the proceedings of regional and international conference, in addition to contributing to several academic and professional books. Justice Talahma also serves on the editorial and advisory boards of various legal journals, and has reviewed a large number of scholarly submissions. Moreover He has examined and supervised over sixty master's and doctoral theses across institutions in Palestine, Qatar, Australia, Malaysia, and Pakistan.
In addition to his academic and judicial work, Justice Talahma has actively contributed to the development of legal education and advocacy through his engagement in moot court competitions. He has written and supervised legal cases for national and Arab moot courts and served as a trainer and arbitrator in numerous regional and international competitions, including the Arab Moot Court and the Willem C. Vis International Commercial Arbitration Moot in Vienna. He is also an accredited arbitrator by several recognized Arab and international arbitration institutions.
